Chief Financial Officer

Purpose of Position

The Chief Financial Officer (CFO) is responsible for overseeing financial administration and ensuring the good governance of the assets of the Unions NSW Group. This role will drive the strategic direction of the finance function, aimed at managing the organisation's financial risks through the development and maintenance of strong financial systems, internal quality controls and reporting processes.

The position will also include the administration of key contracts, the Unions NSW Funeral Contribution Fund and be the official agent for the NSW and Commonwealth electoral funding laws. The Chief Financial Officer is responsible for liaison with internal and external stakeholders, including all Unions NSW staff, finance & governance committees, member organisations, auditors and regulators.

Key Accountabilities

The position holder is accountable for the following functions:

  • Continuously improving financial policies, procedures and systems to ensure that the organisation's finances and assets are managed in accordance with good governance principles, the policies of Unions NSW and best accounting and industry practice.
  • Supervising, guiding and developing a small team of finance staff to ensure the organisation's needs are met and responsible for their professional development.
  • Demonstrating ethical leadership and professional conduct in accordance with the Unions NSW Code of Conduct.
  • Proactively monitoring and analysing the financial and investment performance of Unions NSW, including cash flow management.
  • Providing high level advice to the Secretary, Trustees, and Finance & Governance Committee on financial and investment performance and current or emerging issues, trends or risks.
  • Responsible for budgets and forecasts (including cashflow) as and when required
  • Provision of monthly financial reports to the Secretary.
  • Reporting to the Finance & Governance Committee bi monthly and as required to provide information on the organisation's financial performance criteria and proactive advice on opportunities to improve the efficiency, effectiveness and governance of Unions NSW.
  • Responsible for the statutory, taxation and other reporting requirements of the organisation and providing assurance to the Secretary, Trustees and Finance & Governance Committee on statutory compliance requirements. This includes GST, FBT, PAYG withholding.
  • Ensuring adherence to the Unions NSW Procurement and Contract Control Manual.
  • Liaison and contract manage the property services manager and other contract service providers.
  • Management of accounting and financial administration including processing payments, invoicing, bank reconciliation of all accounts and providing relief when staff take leave. Capability and willingness as part of the finance team to undertake bookkeeping, accounting, taxation, reporting and administrative tasks as required.
  • Management of in house payroll function, including preparation of salary review letters, processing of wages and superannuation, annual generation of payment summaries, document management relating to payroll.
  • Other duties as directed.

Essential Competencies

  • CA or CPA qualified from a business services environment.
  • Demonstrated initiative and a positive, can-do attitude.
  • Analytical and report writing skills.
  • Team player, experience managing a team.
  • Ability to effectively manage third party relationships.
  • Demonstrated strong interpersonal and written and verbal communication skills.
  • High level of attention to detail.
  • Advanced Microsoft excel skills.
  • Working experience with accounting software packages.

Desirable Competencies

  • Practical experience with Xero.
  • Experience in working with the not for profit sector and/or Unions.
  • Experience working with boards.
  • Demonstrated experience in business process improvement.

Pay and Conditions of Employment:

  • Hours of work: 35 hours per week.
  • Salary: Based on skills and experience.
  • Personal Leave: 10 days per annum (accumulative).
  • Annual Leave: 5 week's annual leave with 17.5% leave loading.
  • Long Service Leave: 2 months after 10 years' service.
  • Superannuation: 9.5% employer contributions 11.5% for female staff.
  • Paid Parental Leave:  52 weeks leave including 22 weeks paid parental leave or 3 weeks paid parental leave non-primary carer.
