UnionsACT is the peak council representing unions and working people in the Canberra region. With 24 affiliates representing 33,000 union members and over 15,000 community supporters, UnionsACT works to achieve big, important, permanent changes.


The UnionsACT Finance Officer is responsible for undertaking book-keeping responsibilities, and maintaining financial, accounting, administrative and related services in order to meet operational and other requirements. Duties may vary depending on the operational needs of UnionsACT, but will not vary outside reasonable expectations.

Duties and Responsibilities

The Finance Officer reports to the UnionsACT Secretary, and works closely with the Events & Office Coordinator, and senior campaign staff. The role’s responsibilities are for UnionsACT and its associated entities, including its Property Trust.

The Finance Officer is responsible for preparing financial statements, maintaining cash controls, preparing and administering the payroll and personnel administration, purchasing, maintaining accounts payable, liaising with financial services and banks, and assisting with office operations and administration.

The Finance Officer must be familiar with appropriate accounting standards and other appropriate laws, and have strong experience with the Xero accounting system and Commbiz.

The Finance Officer’s duties include, but are not limited to:

Administer and monitor UnionsACT’s financial system in order to ensure that finances are maintained in an accurate and timely manner

  • Implement and manage all UnionsACT’s financial policies and procedures, and assist relevant staff in their implementation.
  • Establish and maintain cash controls.
  • Establish, maintain and reconcile the general ledger, asset register and other registers for UnionsACT.
  • Manage and be responsible for UnionsACT’s accounting systems and processes, including Xero, Commbiz, Paypal, eWay and other digital systems, and ensure data is appropriately entered and managed.
  • Prepare appropriate reports as required, including income statements, balance sheets and other regular financial statements.
  • Provide all necessary assistance with the annual audit.
  • Be the primary point of contact with banks and other financial institutions.
  • Make recommendations to the Secretary for improvements to UnionsACT’s financial policies and procedures.

Maintain the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all moneys

  • Ensure all UnionsACT and associated entity funds are managed securely and appropriately.
  • Assist, under direction from the Secretary and in conjunction with UnionsACT staff, the TLC Office Budget, ensuring appropriate monitoring. 
  • Manage and process all payments as appropriate, including accounts payable, and enter the details into the Xero accounting system.
  • Administer the payroll in order to ensure all employees are paid in an accurate and timely manner, including establishing relevant employee files, reviewing time-sheets, calculating appropriate employee deductions and entitlements, and issuing appropriate records.
  • Manage and process all accounts receivable.
  • Liaise with relevant external stakeholders, including banks, contractors, auditors, and manage service contracts as necessary.

Provide efficient and effective administrative support

  • Support the Secretary and other staff in developing budgets and providing timely reports.
  • Assist the Events & Office Coordinator to administer relevant UnionsACT processes and systems including petty cash, IT systems and other relevant areas.
  • Assist senior campaign staff with financial matters and administration.
  • Maintain and administer all online financial processes, in conjunction with the Events & Office Coordinator and other relevant staff.

Other duties as required

  • Develop, in collaboration with other staff, effective finance systems to achieve organisational and campaign goals.
  • Ensure UnionsACT meets all required compliance obligations, including BAS, and any compliance statements required by Electoral Commissions, the ATO and other commissions.
  • Conduct inductions for all new staff in line with the UnionsACT Policies.
  • Other duties as directed by the Secretary.

Selection Criteria

Successful candidates for this position will have:

  • An understanding of and commitment to the principles of unionism.
  • Excellent financial administration and management skills, demonstrating efficiency, accuracy and strong attention to detail.
  • Excellent computer skills, including experience and proficiency with Xero, Commbiz and Microsoft Office.
  • Demonstrated computer literacy and ability to become familiar with new software and databases.
  • Strong stakeholder management skills, and a willingness to work cooperatively to achieve UnionsACT’s objectives.
  • Demonstrated ability to meet short deadlines, with excellent time-management skills.
  • A capacity to work independently and as part of a tight-knit team.
  • Appropriate working Visa (if applicable).
  • An Australian drivers’ license.
  • Highly desired: A relevant tertiary qualification in accounting or related activities. CA or CPA is highly regarded but not necessary.
  • Highly desired: Experience in an equivalent organisation (union or peak non-profit).


  • Salary range $58,524 - $70,826 (pro-rata)
  • This is a long-service leave back-fill position.
  • Fixed-term employment contract until 27 January 2017 (possibility of extension)
  • Part-time, 14 hours per week.
  • 14.5% Superannuation
  • 17.5% annual leave loading
  • Work hours may include some after-hours work.
